Like a forensic appraisal, or forensic peer review, the use of a forensic cost estimate is for use in the court system. It requires a meticulously performed analysis, and a well written report with extremely well supported and defended premises and conclusions. It is not an estimate like a property owner might have a contractor supply to get an idea of what a construction project might entail and cost. It has to be self contained.
An expert forensic cost estimator should have decades of experience and be familiar with construction materials, labor, equipment, cost methodology, techniques, accounting, construction cost sources, software, how they differ from each other, and which are most appropriate for what types of assignments. They should be well acquainted with various state, local, and federal building codes and laws applicable to the project in question.
